This is a fungal infection (tinea pedis) that thrives best in areas warm and moist.
This fungal infection can spread rapidly to other parts of the body and this is the reason some people have difficulty eradicating it as they now have multiple infections. It can also be indication of a compromised immune system as in general fungal and yeast infections are infections that can be resistant.
Excess use of antibiotics can also destroy "friendly" bacteria that help defend against it.
